C'era and Ci fosse

C'era
Ci fosse
Both have the same meaning... Am I correct that Ci fosse is used only for conditional (CONGIUNTIVO)? But C'era is used as a matter of fact (INDICATIVO)?

That is correct except that the congiuntivo is known as the subjunctive in English, not the conditional.
